The story of this drama is based on several real cases of mismanagement of funds of some state-owned enterprises. The background city is that of Jingzhou (Chinese: 荆州) which is a prefecture-level city in southern Hubei province, China, located on the banks of the Yangtze River. The state owned enterprise in the story is the Huafu Company, a subsidiary of the Jingzhou Zhongfu Group, founded in the 1930s as part of a number of commercial trading enterprises in Shanghai, Hong Kong, Beiping, Jingzhou and several other cities. These commercial concerns were aimed at raising revolutionary funds for the Communist Party. Those were the years prior to the Communist Party taking over China in 1949. One day in the spring of the year 2013, eighty years later, the chairman of the Group, Lin Man Jiang appointed his publicity director, Qi Ben’an to be the new Managing Director of the Jingzhou Huafu Company.

Director Niu Jun Jie managed Jingzhou Energy and the Coal Mine, a subsidiary concern of Jingzhou Huafu Company.

Qi Ben’an, the new General Manager of the Jingzhou Huafu Company, soon found out that the Company was unable to trace 500 million yuan of Company fund. He immediately called for a thorough investigation of a rumoured corruption. In the process of such investigations, he exposed all kind of complicated transactions involving high-ranking party and government officials as well as business executives from all walks of businesses. Additional funds meant for relocating and renovating the staff quarters had also been siphoned off.

Niu Jun Jie was the director of a subsidiary company Jingzhou Energy that owned the Jingzhou Coal Mine. Jingzhou Coal Mine had been known as a company with a worsening record for its work safety and its absolute disregard for workers’ welfare. Niu’s father-in-law, Lin Tang Jiang’s father as well as the father of Qi Ben An were all killed in the same mine collapse some twenty years back, while working in that Coal Mine. Niu’s wife, Shi Hong Xing, being the Deputy Director, was the head of the Company before Qi Ben An’s arrival. What is more interesting is the fact that Lin Tang Jiang, Shi Hong Xing and Qi Ben An were all trainees in the Jingzhou Energy in their younger days under Master Lathe Engineer, a lady (Sifu) by the name of Xi Mei Juan.

The Lathe Master, Xi Meijuan, who brought up and trained the three main characters of this story - Lin Man Jiang, Shi Hong Xing, and Xi Ben An. Lin became the Chairman of the Main Board of Jingzhou Zhongfu Group located at Beijing, Shi was heading Huafu Company until Qi Ben An was promoted from Shanghai to head Huafu with Shi Hong Xing as one of Qi’s Deputies.

Fan Jia Hui, the wife of Qi Ben An was the Chief of the main newspaper of Jingzhou, The Jingzhou Times. She specialised in reporting businesses in Jingzhou, especially investigating cases of corruption in State Enterprises.

The story continues on with Qi Ben An uncovered the bizarre disappearance of a five hundred Yuan funds. Ben An was an honest and straightforward CEO and immediately sanctioned a small group of hardcore deputies to investigate this loss of funds. He gradually exposed all kinds of sharp and complicated transactions in the past six years when Shi Hong Xing was in charge of the company affairs. High-ranking party and government officials were involved. Worse, the implications and suspicion turned to Shi, but Qi Ben An knew Shi for a long time and he knew that she and her husband Niu Jun Jie were honest workers.

When Qi Ben An dug deeper, he found out that the person at the centre of the corruption manoeuvres was in fact the Managing Director and Chairman of Beijing’s Zhong Fu Group, Lin Man Jiang, the very person who recommended him to the top position in Jingzhou.

祁本安之妻范家辉，曾任荆州主要报纸《荆州时报》社长。她擅长举报荆州企业，尤其是调查国企腐败案件。

Sadly, the pressure on Shi Hong Xing put up by her boss Lin Man Jiang, who flatly refuted his misdeeds and blamed her for incapable management of the Company, was too hard for her to bear. She eventually committed sucide by jumping out of the roof terrace of the office building.

When Qi Ben An investigated further, he was also demoted to a low position of managing the mine workers’ welfare, especially the acquisition of the land occupied by the staff quarters, so that that land could be sold at a massive capital gains to developers. Qi Ben An proved to be a tough person as he fought the possible sale. Instead, he recommended a plan for high rise residential blocks within the land to relocate the workers in a more modern and safe environment. This irritated Lin Man Jing more and the two - Lin and Qi - went to their Master (Sifu) Xi Mei Juan to resolve this conflict of opinions.

It was fortunate that Shi Hong Xing kept a detailed record of all instructions received from Lin Man Jiang in her dairies. She also kept all receipts and other documents pertaining to each direction her boss gave her. In this manner, her husband Niu Jun Jie and Qi Ben An could piece events together and reported to the highest anti-corruption agency. Heaps of high officials were detained and imprisoned. Lin Man Jiang himself had cancer and died before justice was brought upon him. His assets, spread as far as in Hong Kong and other countries were frozen and bought back to the Central Bank of China.
